Bantah Mahfud MD, Pakar Unair: Terlalu Jauh Kaitkan Konflik Rusia-Ukraina Dengan Perppu Ciptaker!

SURABAYA – Penerbitan Peraturan Pemerintah Pengganti Undang-Undang Nomor 2 Tahun 2022 tentang Cipta Kerja (Perppu Ciptaker) menuai polemik di kalangan masyarakat. Menteri Koordinator Bidang Politik, Hukum, dan Keamanan (Menko Polhukam) Mahfud MD mengatakan Perppu hanya dapat diterbitkan apabila ada alasan yang mendesak.

Menurut Mahfud, alasan mendesak penerbitan Perppu Ciptaker adalah perang Ukraina dan Rusia. Ia berkata perang Ukraina dan Rusia dapat berdampak pada perekonomian banyak negara, termasuk Indonesia. Indonesia, ujarnya, dapat terancam inflasi hingga krisis ekonomi akibat perang tersebut.

Pakar Hubungan Internasional Radityo Dharmaputra, S.Hub.Int., M.Hub.Int., RCEES IntM MA, menyebut pernyataan Menko Polhukam tersebut terlalu jauh. Radityo mengatakan agresi Rusia di Ukraina tidak ada hubungannya dengan penerbitan Perppu Ciptaker di Indonesia.

“Agak terlalu jauh mengaitkan agresi Rusia di Ukraina dengan Perppu Ciptaker. Apalagi seakan-akan kalau Perppu tidak keluarkan, maka akan menyebabkan Indonesia kolaps,” ujar Radityo dalam keterangannya, Rabu (11/1/2023) pada media.

Radityo juga berpendapat pernyataan itu hanyalah justifikasi politis dari pemerintah yang dibuat-dibuat. Apalagi, mengingat diterbitkannya Perppu Ciptaker saat masa reses.

“Perang Rusia-Ukraina ini sudah berlangsung lama. Jadi, aneh memang kalau tiba-tiba dikaitkan dengan penerbitan Perppu Ciptaker,” imbuhnya.

Kendati begitu, Radityo mengamini bahwa konflik internasional dapat berpengaruh pada kebijakan nasional. Terutama terkait kebijakan finansial karena konflik dapat berdampak pada situasi ekonomi global. Saat terjadi konflik, sambungnya, kebijakan nasional yang dikeluarkan oleh pemerintah lebih mengarah pada upaya stabilitasi harga minyak dan gas serta harga pangan.

“Konflik lain yang berpotensi memengaruhi kebijakan nasional adalah perang besar seperti perang dunia, konflik di negara tetangga yang berpotensi meluas, dan menyebabkan pengungsi, perang dagang, serta perang di wilayah yang merupakan wilayah sibuk lintas perdagangan dan transportasi baik perairan maupun udara,” tutur Radityo.

Sementara itu, untuk konflik Rusia-Ukraina, lanjut Radityo, memang menimbulkan krisis energi dan krisis pangan, tetapi kebijakan yang dikeluarkan pemerintah berupa Perppu Ciptaker tetap terlalu jauh untuk dikaitkan dengan krisis yang terjadi akibat perang Rusia-Ukraina.

Radityo menerangkan krisis ekonomi global yang terjadi memang pasti berdampak terhadap perekonomian Indonesia, namun dalam konteks harga energi dan pangan serta kelangkaannya.

“Selain itu, bisa juga ada kenaikan suku bunga karena inflasi yang tinggi akibat harga gas meningkat. Tetapi, dalam konteks penerbitan Perppu Ciptaker akibat krisis ekonomi global karena konflik Rusia-Ukraina saya rasa kurang tepat,” tandas dosen Hubungan Internasional FISIP Unair itu.
